La Comisión de Defensa es el organismo que actuará en representación del Colegio cuando los derechos de sus miembros quieran ser desconocidos o conculcados por una persona moral o jurídica. Los miembros elegidos durarán en el ejercicio de sus funciones por un periodo de un (1) año.
El Tribunal Disciplinario es el órgano encargado de conocer y decidir las causas de carácter profesional que se instruyan contra miembros del Colegio Dominicano de Ingenieros, Arquitectos y Agrimensores por infracciones al Reglamento del Colegio y a la Ley de ejercicio profesional y por violaciones a las normas de ética profesional (ley 6160).
“El Tribunal Disciplinario está compuesto por un juez procedente de cada núcleo profesional que integra el Colegio, juez procedente de cada Regional y un Fiscal presentado por la Junta Directiva.”
Este órgano debe “Conocer los cargos que se formulen contra miembros del Colegio por infracciones en las disposiciones vigentes en materia de ejercicio profesional o por violaciones de las normas de ética profesional, por incumplimiento de las disposiciones del Reglamento Interno de los acuerdos tomados por los órganos competentes del mismo” y “conocer de los cargos que se formulen contra funcionarios del Colegio en relación con su actuación como tales.”

La Asamblea de Representantes se compone de representantes de los núcleos profesionales que integran el Colegio y de los representantes de las Delegaciones y Regionales.

La Junta Directiva está encargada de la dirección del Colegio y de su representación. Estará integrada por un representante de cada uno de los núcleos profesionales. Constará del Presidente del colegio, un Secretario General, un Tesorero, un Secretario de Actas y Correspondencia, un Secretario de Eventos y Educación, un Secretario de Relaciones Públicas y un Secretario de Asuntos Intergremiales. Es ingeniero civil, agrimensor e ingeniero geomático, con más de dos décadas de experiencia en el sector construcción, topografía y gestión académica. Posee una maestría en Administración de la Construcción y diplomados en pedagogía, tecnología y valuación de bienes inmuebles.
Ha dirigido proyectos de infraestructura de alto impacto, la construcción de complejos residenciales y más de 300 trabajos especializados de agrimensura y topografía. Actualmente se desempeña como director y profesor de la Escuela de Agrimensura y Geomática de la Universidad Católica Nordestana (UCNE), institución que lo ha reconocido como Profesor del Año en varias ocasiones.
Su hoja de servicio gremial incluye la presidencia del CODIA Regional Nordeste (2019-2020), el cargo de tesorero nacional (2024-2025) y funciones como secretario nacional de relaciones públicas en dos períodos consecutivos. Además, ha liderado organizaciones comunitarias y deportivas.

En pleno auge de la tiranía presidida por Rafael Leónidas Trujillo Molina, justo el 28 de octubre de 1945, fue creada la Asociación Dominicana de Ingenieros y Arquitectos (ADIA), que representaba a los ingenieros civiles, topógrafos, de caminos, puentes, constructores, arquitectos y prácticos.
Un aspecto de la mesa principal del banquete celebrado por la Asociación de Ingenieros y Arquitectos con motivo de su instalación. En la foto tomada en el Club de la Juventud, aparecen al centro el Ing. Manuel Salvador (Flón) Gautier González (Presidente y padre del Arq. Manuel Salvador Gautier Castellón, recién fallecido), a su derecha el Ing. Ignacio Eugenio Guerra Abreu (Secretario, y nuestro padre), a su izquierda el Arq. José Antonio Caro Álvarez (de Asuntos Técnicos y de Arquitectura). Otros fundadores, algunos en la foto son los Ing. Samuel Salustiano Conde Sosa, Ing. Rafael Jiménez, Manuel Alsina Puello, Jacobo Antonio Thomén Candelario, Hernán Rafael Espínola Espaillat, Humberto Ruiz Castillo, José Ramón (Nemencio) Bass Johnson, etc. Acto publicado en el periódico La Nación en su edición del 30 de octubre de 1945.
Con su nacimiento, esta asociación se convirtió en la primera institución de profesionales en la República Dominicana con vivencia en un escenario político extremadamente difícil y riesgoso, en el cual las acciones reivindicativas de corte laboral y de otras naturalezas estaban vedadas por el régimen que gobernaba al país.
Empero, tras la desaparición del gobierno que dirigió los destinos nacionales durante 31 años, se produjo un despertar colectivo de la clase trabajadora, profesionales liberales y de otros sectores sociales del país que procuraban agruparse para reclamar sus derechos y conquistas laborales y otras sentidas, pero ausentes, reivindicaciones sociales.
En esta coyuntura, como es lógico advertir, los principales actores creadores del ADIA, tomaron la decisión de dar los pasos primarios y necesarios para transformar esa entidad en un Colegio de Profesionales que agrupara a los ingenieros civiles, agrónomos, químicos, topógrafos, electromecánicos, industriales, arquitectos y agrimensores.
En ese tiempo, la ADIA estaba dirigida por el arquitecto Rafael Tomás Hernández Ramos. Además, entre los dirigentes se encontraban el ingeniero Osvaldo Oller, arquitecto Manuel Baquero (fallecido), los ingenieros Rafael Vinicio Matos Peralta, Nelson Pellerano (fallecido) y Luís Martínez Quiroz, entre otros.
En este sentido, al no existir normativas, antecedentes, ni experiencia en la materia en el país, se procuraron orientaciones al respeto en instituciones de esta naturaleza en otras naciones, y con ellas se establecieron las estructuras jurídicas que les fueron entregada, en 1962, al licenciado Rafael F. Bonelly, presidente del Consejo de Estado, gobierno de transición que regía los destinos nacionales tras el desplazamiento del poder del Estado del régimen que dirigió el destino nacional durante 31 años.
Tras muchas diligencias y cabildeos ante el Consejo de Estado, éste aceptó promulgar la Ley de creación del Colegio, poniendo como condición la firma de una Acta en el Palacio Nacional, donde los representativos de los grupos profesionales aceptaban la estructura jurídica de la nueva institución, por lo cual el 11 de Enero de 1963 se promulga la ley que crea el Colegio Dominicano de Ingenieros y Arquitectos. Pocos días después a solicitud de los agrimensores, se modificó el artículo primero de la Ley 6160 promulgando la Ley 6201 para incluirlos.
El Colegio Dominicano de Ingenieros, Arquitectos y Agrimensores (CODIA) es una institución moral de carácter público, y como tal, tiene personalidad jurídica y patrimonio propio, con todos los derechos, obligaciones, poderes atribuciones que le señala su ley de creación 6160, la Ley 6200 del ejercicio profesional y su Reglamento Interno Estatutario.
La ley 6160 explica taxativamente las razones para las cuales fue instituido el CODIA, señalando en su artículo 6, acápites (a) hasta la (e), que esta institución nace y surge con la finalidad de “Vigilar el ejercicio profesional, velar por los intereses generales de sus afiliados y, en especial, por la dignidad, los derechos, deberes y el mejoramiento de sus miembros.
Asimismo, “servir como guardián del interés público y actuar como asesor del Estado en los asuntos de su competencia.” “Propugnar por el establecimiento de normas técnicas legales, especificaciones y leyes que deberán regir cualquiera de las fases de elaboración de proyectos y ejecución de obras y sus contrataciones”.
Igualmente, esta organización tiene por finalidad “fomentar el progreso del arte, la ciencia y la técnica”, realizar y, “Propiciar cualquiera otra actividad que considere conveniente a los intereses nacionales y a los de los profesionales que agrupa”.
